Why 'government' jobs demand in Bihar is so high?

 Bihar, when we hear about this state of India, most of us have two images that comes in our mind. The first, of course, villagers having rifles and guns and they cheewing 'pan masala' in their mouths. The second image is of the 'padhaaku' students preparing for prestigious government jobs like UPSC, state PCS,SSC, railways etc . Bihar of the past..
